Ismaïla Sidibé, CEO of Africa Network: "Doing a TV where all Africans will find themselves" Ismaïla Sidibé was born in Mali where he grew up. At 43, he was in broadcasting for nearly two decades with, as a gateway, satellite dishes, radio waves, and now the cable. Owns two cable networks in Mali (Bamako and Mali Multichannel TV in the regions), it joined other operators in Togo, Benin and Cameroon. Taking advantage of the advent of new equipment and routine digital broadcasting with the orbiting satellites spraying Africa, they jointly launched "Africa Network. Today, to succeed Mr. Sidibé integration in its own way, through broadcasting.
Few Africans dare to invest the time slot on television. How was the editing of Africa and with what resources?
"Africable comes directly from the two words: Africa and cable. The association of private television in Africa (OPTA) I am the Secretary General had organized its first conference in Senegal in 1999. The cable operators had noticed that there is an acute shortage of African channels. With colleagues from Togo, Benin and Djibouti, we had the idea to partner, first time in 2000, to create a company registered in Mali. At the time, there was no authorization while in France it was not necessary to have a permit. Almost at the same time was created South TV. So we signed an agreement with the French channel RFO was the first digitally equipped. It was a bunch of encrypted channels for all network operators in Senegal African Excaf as Mediatrix and Togo. After a year, it must be said that the operation has not worked well since we came back it excessively expensive. So we stopped the experiment and I took over the operation in Mali, where I had the necessary documents for installation and distribution. Thus, thanks to funding from Ecobank, we are now equipped to the same level as strings like "Beur TV" in France. We have no complex with digital manufacturing chain to climb on the satellite. And these are local operators which take the signal in different countries. In Senegal, Excaf Ben Bass. We are redistributed Burkina Faso, Guinea, Mali, Cameroon and Congo. Soon we will be in Benin, Niger and Cote d'Ivoire. We changed the policy altogether by opting for a string African general and family that relies on interactivity with games via SMS and IVR, a string that will live sponsorship of institutional and production. The Malian authorities have granted exemptions last year after funding Africable Ecobank and turns for 120 days today (the interview was conducted last Oct. 29, note) "
Tell us now men who Africable. Who are they?
"Men men or financial techniques? "Men
techniques first ...
"The technical director is Cameroon, the program director is Senegalese, the director of computing and interactivity is Ivorian. We also Malians, one French, a brief bit of everything. Today we are 18 people in the chain and go up in power as we move towards production, plateaus and, as to size, offer something to the public. I'm just looking for the best "
What are the targets of Africable ?
"It's public. We thought that the four major countries of the African diaspora are Senegal, Mali, Cameroon and Cote d'Ivoire. Counting with domestic production each day in Bamako we capture all these channels are on satellite and select 12 to 15 minutes of national news programs so that the Senegalese and Malian Yaounde Poto-Poto in Congo knows that something happens at home.
International news, Africable does not care. We will then towards co-productions with national television. For example, with the RTS, we have Co-produced programs and entertainment forum as "Africa Show." Our ambition is to push development of private production in the continent by offering support PAP. We are proud that the music of Burkina Faso, which was not very well known in Senegal, is beginning to be through our channel. Exchanges like that only TV can provide. I'm so come to Senegal to see what form of development cooperation with the daily Le Soleil. Thanks to the Internet every day to 13 hours we'll do a review of the African press. Today we have offices Burkina Africable and we believe in creating Guinea and Senegal "
Given the nervousness that seems to characterize African authorities in the case of private television channels, how was welcomed by politicians Africable?
"We do not play politics when our string foothold in Senegal. Africable is not a local private television, but a pan-African private channel broadcast satellite whose mission is to be regarded by all Africans. From that moment, we are aware of the constraints and soaps where we go. Our channel is not a television policy, we want to make our contribution to the development of Africa on a cultural level. Thus, we organized "The night of football" in Bamako in 2002 with Radio Television Senegal (RTS), which supported us with a ton of material. We have republished this year at the African Cup in Tunisia and the RTS was still present along ORTM (Mali), CRTV (Cameroon) and RTI (Côte d'Ivoire). We also made "Night of Stars" which was broadcast by African national chains. There is so much to do in our country! I understand our politicians. The reports that our people have with television are often very complicated. Our goal is to put ourselves in a situation of complementarity with national television that they have missions of public service that we have not. There are also some things they can not or are not in their goals. It is unfortunate indeed that diffuses light in the international Francophone channel TV5 and CFI and we can not do a TV transnational African "
Returning men Africable financial ...
"We Africable mounted with various operators associated with a Togolese, Beninese and one other promoters that I am the main shareholder. And since the transfer chain in Bamako, equipment and business plan were provided by Ecobank Mali. In the next three years we expect to invest in media training because we do not have digital expertise. Jobs will be created and therefore there is a whole industry that we must put in place. Remember that in most African countries there are cable companies. In Mali Multichannel's, Togo's Media Plus, etc.. "
What then is the difference with Africa?
"We just want to make a string where all Africans can be found in most programs. We can not impose another African music to Congolese who loves his ndombolo. By cons, we have talk shows that address the same problems: the facts of companies, similar economic situations and common problems of existence. And if today there is much talk of Africa, thanks to interactivity because we trying to get the viewer to African center of the chain and not the contrary. He must be able to comment through SMS, IVR to, and directly to his signing on the air. People can send messages on the gold discs that are balanced at a certain hour at night. We will create fan clubs, meet the world around the string. For me, television is a business like any other with harsh rules. When we say a show starts at 21 o'clock to 21 o'clock sharp is because we have the equipment you need and we're providing teams. We have no constraints on that front "
You often speak of Africans on the continent, but for some time there is increasing talk of those in the diaspora. You also think of them ...
"The first African Diaspora in Africa. In Bamako, there is a neighborhood called Wolofo Bougou box or Wolof. There is a market in Douala Sandaga. The term poto-poto, which means mud, it was the Malians who took with them in Congo, etc.. So the first diaspora, it is not in Europe or the United States, it is here. With the help of each other and with our policy development, we hope soon to be present in North Africa and the United States.
Why not? Initially, the African Diaspora is already served. In Senegal there are nationals of countries like Ivory Coast, Cameroon and Mali who do not know that Africa is home. So the problem is primary and the Diaspora are in Africa. Now, instead of going to look for solutions we have at hand, we will develop emissions trading between countries, for example on the secrets of Burkinabe women or women in Senegal. We want to sell as Canal Plus Horizons.
It's a business pure and simple. For everyone looks at the chain, we need programs where everyone comes together. The rest is just an equipment problem. We chose digital because we master this technology. We must now focus on trade so that the best known Senegalese Mali, the Malian know what happens in Burkina Faso and Cameroon. We have seen recently on the Africable vote Cameroonian Head of State during the recent presidential election. Two years ago, he had to watch TV5 or CFI to see that. That's Africa! "
Anything you want add? A message?
"The big message I always launches is to say to all those who watch our channel we expect from all my heart their criticisms and suggestions as it pushes us to improve. Africable is for everyone and we will always be close to viewers regardless of their country. After four months of existence, we know we have our place in the world of broadcasting. "
